New Mineral Resource Extraction Areas producing less than 20,000 tonnes (22,000 tons) annually may be permitted in the Escarpment Rural Area without an amendment to the Niagara Escarpment Plan.

New Mineral Resource Extraction Areas producing more than 20,000 tonnes (22,000 tons) annually may be designated in the Escarpment Rural Area by an amendment to the Niagara Escarpment Plan. Such an amendment will be to effect the change from Escarpment Rural Area to Mineral Resource Extraction Area.
